I don't think it's random, I think it's part of a pattern. If you watch it a while you'll see it usually zooms at the same spots of the rotations.

Makes sense. I guess we'll know for sure if someone can control it when a baboon or gazelle gets taken out...

You're right, someone is controlling it. They just rotated it the wrong way because an elephant is there.
