Cookie Index File

I'm using win98 and each day I routinely flush all cookies except the Index File which windows will not let you delete. I've been told that over a period of time, say 2 years, this file can be overbloated causing
system problems. The only problem is I'm not familiar enough in DOS to cleanup this file.
Does anyone know the exact command prompts in DOS to handle this situation?

This is a good program to use. It murders the cookie index file and several others when you close your session of IE.
