Cookie detection message in IE

Stupid IE.

If i have Internet Options -> Privacy -> slider all the up to "Block All Cookies", then cookie detection message works (function to say "Cookies are disabled; please enable cookies")

However, if i have Privacy --> Advanced -> check "override automatic cookie handling" and 'block' for first and third-party cookies, then the detection message doesn't work.

aren't both settings supposed to be the same? has anyone encountered anything remotely similar to that or can tell the difference between "Block All Cookies" from the slider vs. "'block' for first and third-party cookies in the override automatic cookie handling?
