Converting NTSC AVI to PAL DVD

What's the most effecient way to convert NTSC AVI to PAL DVD?
I tried to use WinMpg and Ace video workshop but WinMpg always failed half way and the Ace software completed the job but forgot the audio!
Any suggestions on how to do this greatly appreciated!
