Converting from .wav to other formats

I've got this 32,000 hz 16bit stereo wav file that for some stupid reason isn't &quot;redbook&quot; so I can't burn into a regular music cd. I've tried saving it as 44hz< I think, to get it to the redbook standard but then there's hissing in the background at that point. Have tried to convert to mp3 as well and that also gives off the same hissing.

Can anyone recommend a program to fix up the hissing or a format I can convert this to so I'll be able to burn?

I've used soundforge for this and nero/ezcd/winoncd won't burn...

CoolEdit 2000, but that's an expensive program.
If you can get the file to me, I'll try to fix it up for you. :)
