Converting CD Files to MP3 Files

When converting the above, what is the correct rate to convert CD's to MP3's? 192KBPS? Higher or lower?

There is no "correct rate"

It's whatever you see as the best balence between file size and quality.

--alt preset standard, thats what i use and some other (usually 224-320K) in VBR, depends if its from a cd or vinyl.
