Convert PAL VHS to digital?

Guys... my dad has a bunch of PAL system VHS tape that he would like turned digital so that we can get ride of the dying multisystem TV and VCR.

How should I do this? My roomate has a TV tuner card... would it work if i connect the multisys VCR to the antenna port and record it on the computer?
Or would the TV tuner card take only NTSC input? What other (inexpensive) way is there to do this?

I don't think PAL/NTSC will cause any problems as long as you configure the capturing software properly (as PAL source or format). And yes, you can use a tv-card (connecting to the tv-in plug) to capture the images. Using a very powerful computer w/ lots of disk space will help. You can use Huffyuv codec and VirtualDub to capture the images as an .avi file or use WinVCR to capture the images directly in a vcd format (or you can use the tv-recording application that came with the tv card).
