I have a 00:2:19 DVD that I want to convert to an MPEG file so I can send it to friends over the net

How do I do this? I've used DVD decrypter to rip the files to my HD. What program do I use to convert?

DVD video is already MPEG2, you're going to have to better describe what you want to do. You won't be able to get the file small enough to send via IM or email, no matter what compression you use.

You might consider converting to a Divx or Xvid file. The filesize would be much smaller with minimal loss in quality. Your friends might have to DL a codec or two in order to view it, but that's simple.

You could use either of these:
Fairuse Wizard (free I believe)
Dr. Divx (free trial)

I think he wants to convert the raw Audio_TS and Video_TS files into an mpeg.

There's no such thing as an Audio_TS file and VIDEO_TS is a folder that contains all the data on the DVD, including the VOB files which contain both the MPEG2 video and the audio streams.
