Convert a mpeg movie to VCD-format

Hi!

I need some help to convert a movie we made in school, it's a *.mpg
Imagesize: 640 x 480
Bitrate: 3000000 bits/s
Framerate: 25.00 frames/s

If I try to burn it to VCD format it just says that it not a valid VCD-formatted file...

Anyone who knows how to convert it to a VCD-compatible?
What program(s) should I use?

I'll think it has to do something with the resolution... I'll testing some of the tips on vcdhelps page...

Nero won't do it. VCD spec is 352x240 @ 29.97fps or 352x288 @ 25fps (PAL).

Use a program like Panasonic MPEG encoder to downsample your mpg to VCD spec.
