Because Republicans in the Senate won’t do anything about it.

For all intents and purposes the senate confirmation process no longer exists for executive branch appointees.
 
In the Trump world, like in the Twilight Zone and in Ivanka's entitled and privileged head anything's possible so long as you have the position of highest authority and a cast of millions of faithful cult followers to back you up.

well, it's been used a lot in the last several years, quite accurately, so I figured they got it by now. I recall that Letterman was maybe the most prominent person to use it publicly regarding the specific breed of Trump loyalists that crawled out of the muck starting in 2015 (iirc, Letterman was specifically referring to Mitch and the other enablers, more so than the muck people). ....but you're right, they are mostly incurious and probably just illiterate, so:
