controlling which program icons appear on the desktop win xp home

I need to set up a laptop for my inlaws

On the desktop for one of the user accts:
There should just be a couple of game icons and firefox, displayed , or the user will get confused.

How do I set this up?

I tried to delete some programs going to documents and settings, all users, and the specific user, but have not figured out how to accomplish this.

Why not just login with the user account and make the changes you prefer? Or am I missing something obvious here?
