Controlling Voltage in Vista

I want EIST enabled so that clock speed can be upped on demand, but in Vista's management, the voltage and clock speed always seem to be correlated, so when the clock speed goes down, so does the voltage even when I disabled C1E in BIOS.

With one of the latest hotfixes, RMClock has been disabled, so is there a way to manually configure voltage just within Vista itself?

To answer my own question and possibly to be of help to somebody else in the same situation, there is a signed driver for CPU RightMark for Vista x64 now.
