controlling the fan speed of the psu

Its not necessarily a good idea to slow down the PSU fan, its probably spinning at that speed to keep the PSU cool as most PSU fans are controlled by PSU temps or loads. ITX PSU's are small and have small fans thats why they are loud, larger fans are generally quieter due to being able to spin slower to move the same amount of air.

The bearing in the fan could be defective too you could swap out the fan with a similar model and see if that helps or try and RMA the PSU if you think its the bearing.
 
Yes, replacing the PSU with such a DC-DC adapter with a power brick should work.
