Control Panel Rendered Useless

Ok, this one has stumped me. Anything on the control panel is now blocked from being used. (Add/Remove Programs, etc.) When double clicking an icon on the CP, I am greeted with an error messege saying "Another program is currently using this file." Does anyone know what's up?
