Control Panel Error

Whenever I close Control Panel on Windows 98SE, it performs an illegal operation and I get the following error message:

Anyone have any ideas on how to fix this?
 
I'm inclined to say SPYWARE. I used to have a terrible problem with IE in which it wouldn't start up at all, and that was because of some very badly programmed malware.
 
nope, didn't add any toolbars

I just ran a scan with ad-aware and it found some cookies which i deleted, but the problem still persists 🙁
