Control maximizable area on desktop

I was wondering if there was a way to control the amount of desktop applications can use when maximized. For example, I have a 1280x1024 monitor. I also have a 240-pixel Rainmeter panel on the right hand side. I want to keep it visible even when other programs/windows are maximized, so I want windows to be only 1040x1024 pixels when maximized. Is there a way to do this? I know this is in the Windows forum, but if there's a tool that can do this for linux, then that would be good too.

If you are running a ATI/AMD graphics card, Hydravision may do the trick. You can create customizable grids on your screens so that gadgets or sidebar items would be visible.
