If the rich want to stop them from coming with torches they can donate a bunch of their money to soup kitchens and back on your feet programs. A fine of $3K doesn't have any teeth because they probably saved that in less than a year of wages paid to the illegal. And IF they actually jailed them it would probably not be a problem anymore. Start jailing these employers and watch the problem drop drastically...like that'll ever happen.
