Conneting a computer to the internet without browsing/installing programs/chat prog

Is there a way to do this? Our POS PC has Windows 7 pro on it. The computer must be connected to the internet for backup purposes. But we want to make sure that the user does not misuse the internet for browsing, chatting and other internet related activities.

Can this be done? Thanks in advance guys

How savvy is the user? You might be able to just hide IE.

I got mad at my daughter for screwing around too much on facebook, deleted the IE, and Firefox shortcuts, and installed Lynx. She hasn't figured out to just manually go to the location :^D In fairness, she hasn't really tried, but I gotta say I'm a little disappointed with her. I'd like to see her put more thought and effort into it :^/

Control Panel->Program and Features->Turn Windows features on and off.
Exactly. Turn off IE8; that should be enough to stop most users. If they start bringing in USB flash drives with programs, then you have bigger issues.

Would disabling usb ports in a password protected bios take of this ?

Filter everything except for the backup protocol at the firewall. Windows is too much of a non-modular mess of spaghetti, there's no way to totally rip out all of the functionality like you want.
 
Use a limited account and disable the ability to launch anything except approved apps (ie: the POS software)?
