Connection speed through Dial up is messed up after reformat

I reformatted my parents' computer the other day. They are still using dial up. Prior to reformatting, when they connected to the internet, it said teh connection was between 26.6 and 32 or so. Since the reformat, every time they dial up, it shows that it connected at 115.2 Kbps.

The computer has always been running WinXP.

Any idea what this could be?
 
since it's connected at 115.2kbps, it's obviously running faster then 32 kbps. why wanna slow it back down?

It just says that it doesn't actually run any faster.

I have experienced this intermittently but my friends was like it ALL the time
