Connection speed slowed to a crawl, all tests OK

I'm having a problem diagnosing a problem with my folk's computer. They are in a residence with a T1 ine which is then distributed to each apartment. It was running fine for several months, then it slowed to a crawl. I tested it on a bandwidth test site at about 3kb per second! I tried the computer (Celeron, XP Home) on my DSL line at work, and it worked fine, leading me to believe that the computer was not the culprit. I got the computer guy at the residence to check the distribution box, and then to bring his laptop to plug into my folk's outlet -- he got 784 kbps, a tad better than what I got. So I assume that the outlet is okay. I reloaded the nic card driver (Intel) and no change. So where do I start to look next? Puzzzled in Minnesota
 
So you say the computer isn't the problem?
So you say the connection isn't the problem?
I think its a no brainer where to check next. Have you tried another cable?
 
Have you tested the RWIN or MTU value? For more help go to www.speedguide.net. They have explainations and tools to maximize your TCP/IP connection. Also, if you are running a Celeron, I have found that they really slow down when you have any amount of temporary internet files cluttering up it's path.
