Connection Refused to Newsserver

Just started running into this problem today. Tried to connect to Charter's news.charter.net and I get this:

Sorry! An online error occurred connecting to news.charter.net. Error reported by server: 502 no permission for 24.178.XXX.XXX [my IP address].

That's the message I get in Agent. The other newsreaders I have also give me errors. I tried installing another today (Dialog) and that doesn't work either. I *can* ping to news.charter.net.

Tried disabling my firewall....doesn't seem to help. Everything else works...email, browser, online games. I'm running XP. Charter tech support is stumped. Any ideas?
