Connection Problems on Boot

I built this puter for my brother to game on mostly.

ECS 755 A2
AMD 64 2800+
6800le Unlocked/OC'd
Thermaltake Silent Purepower 420
Windows XP Pro

Here's the deal. When the computer is booted up, it won't connect to the internet for about 30 seconds to 2 minutes. I have connected my laptop and my PC to the same network and they have no problems connecting when they boot.

I disabled the onboard LAN and installed a PCI NIC but the problem still exists. I went into BIOS and disabled the LAN powersave so that the LAN never powers down, and even installed the recent XP hotfix from Microsoft that addresses this problem from Tweakguides.com but it still exists.

Any ideas what could be causing this?
