If you have a network card installed and the drivers are loaded, then "Network Neighborhood" should have appeared on the desktop. If so, right click on it, and go to Properties. This will bring up your Network Properties.
In here, find the one listed as TCP/IP -> Your Network Adapter, and click on Properties. Here, enter an IP address, subnet mask, default gateway and DNS server information. Once you have entered this information, click on OK a couple of times, and it will ask you to reboot your computer.
Once your computer has restarted, then open up Internet Explorer. If it loads up your home page straight away, then you are connected to the internet, and nothing else needs to be done. If not, then you will need to go to Tools, Internet Options, and then to the Connections tab. Here, set it to "Never dial a connection".
Click OK, and you should be able to browse the internet, without needing to dial up.
