Connecting a power button to eMachines MoBo

My dad's old eMachines 366c had an unstable power supply. A new ATX case with 250W supply runs for about the same as a new eMachines 140W microATX supply, so he got the new ATX case and supply.

He's set it all up but says the power button doesn't seem to work so the computer won't turn on. The eMachines case has the power button and LEDs connected to a single connector with 6 pins. He says the pins on the mobo are labeled Power & HD LEDs, and the final 2 pins are labeled "DCS/W".

Should a standard power button connect to the DCS/W pins? My dad isn't having any luck so we're wondering if eMachines did something strange. Could be the power supply in the new case is defective, but the pin labels seemed a bit odd.

Any ideas what he should do? Could try pulling the button and circuit from the eMachines case, but he doesn't want to break anything.
