I'm not using much electricity. My PC, cable modem, and a power strip are connected to a surge protector.
PC has powersupply of 250W. The surge strip gives power to a CRT monitor, printer, and PC speakers.

Question is, is it safe to connect my new laptop to the powerstrip?

Sure. The laptop gets its power through a power brick that can use any input voltage from about 110 to 250. It puts out a DC voltage of nominally 20 vdc. That charges the laptop battery, but can also run the laptop w/o0 the battery.

I keep my laptop brick plugged in all the time to a strip, and use a separate module when I travel.

Your laptop won't have much of an effect at all on your powerstrip.

are surge protector and surge strip the same thing?

it sounds like you'll be fine, unless by "surge protector" you mean a UPS unit. those have max power draw ratings.
