Connect an HDTV with HDMI to a VGA connector?

I'm helping a friend build an HTPC, and there are some good motherboards out there with onboard graphics good enough for just tv viewing (likely will be watching HDTV with XP MCE), but they don't have DVI. He wants to connect to his tv with HDMI input. I know there are DVI to HDMI cables, but can this be done with VGA?

Would rather not have to buy a video card too...

Or is there a board out there that has DVI onboard?

Hope this is ok to post in OT, because I am really thinking this is more along the lines of HT than computer stuff since we are dealing with HDMI.
 
Does his set not have a VGA input? For best picture, he should probably get a video card with a DVI out so that there isn't an analog to digital transition.
