Funny you should mention that. Have you listened to Glenn Beck lately? He constantly pulls this bullshit. Not necessarily on Congressmen, but on average folks. He calls people working at convenience stores and tries to make them look like idiots, while pretending to be someone else completely.

It's sort of like Jay Leno's Jaywalking, but with an emphasis on being an asshole to everyone.
