my question: who is at fault here, the p2p companies, or the federal employees and network admins that put this stuff on (and allow it on) government computers?

additionally, as the article points out, the particular use is already against the law. 'there ought to be a law!' kinda fails when there already is one.

way to go congress, use a sledgehammer rather than a scalpel.
