Do you have their capture card? That list is just for compatibility with their capture card, not your motherboard.

Your motherboard will work with any PCI-E video card. So a GTS 450 would be fine. A 4850 would be fine.

Start off by adding 2 more gb of ram if replacing the whole system isn't an option. At 450 watt, you really don't have a lot of options. Replace it with a 650watt or more to open up possibilities like 460 or 6850 plus a little head room for overclock on CPU.

Your mobo supports PCI-e, so the 2 constraints you may have are a) PSU, and b) PCIe v1.1. PCIe v2.0 support higher band width, but are not mandatory as it is backward compatible. Don't get 9xxx from Nvidia or 4xxx from AMD, they are outdated. Instead, look for 4xx or 5xx from Nvidia, or 5xxx or 6xxx from AMD, they support Dx11.

To answer your question, the Radeon 4850 is faster than the 9800 GT.

However, you should get a more modern card. Look for a Radeon 5770 as it is faster than the 4850 and has more features.

With a 650Watt, not only it is enuff for one 5770, but headroom for OC.
