That kind of calculation can be done for every component and you can say the more expensive piece is always better.

But for gaming a faster gpu for 40$ in this situation is far superior eg a 280x on the cheaper cpu.

Its not about passmark but fps at a certain resolution and quality.
Not always, there is usually a point of diminishing returns. Passmark may not be realistic but look at what we are comparing, three CPUs that are identical except for clock speed. Any benchmark would do, Passmark happens to be very convenient. Since the OP did not indicate that his choice of CPU was going to influence his choice of GPU, it's best for him to get the fastest one that is affordable, within reason.

Okey but the 4460 is just plenty fast for the 760. By a large margin. In actual gaming at 1080p there is zero difference.

The 40 usd can be used with good effect on other components or assessories.

Yes, OK. Then again, most gamers will upgrade their GPU once or twice before retiring the system, so extra CPU power can eventually be helpful.

That is a difficult thing to prove one way or another, since most reviews will only include one i5 as the representative sample for that CPU type.

In this test of AC Unity, the Haswell i5 smokes the Sandy i5, so it is able to make use of the extra throughput:

Whats better for the CPU a Gigabyte GTX GEForce 760 OC 2GB or SAPPHIRE TRI-X R9 280X 3GB GDDR5 OC the 760 costs 280$ and the R9 costs 315$
