Not always, there is usually a point of diminishing returns. Passmark may not be realistic but look at what we are comparing, three CPUs that are identical except for clock speed. Any benchmark would do, Passmark happens to be very convenient. Since the OP did not indicate that his choice of CPU was going to influence his choice of GPU, it's best for him to get the fastest one that is affordable, within reason.That kind of calculation can be done for every component and you can say the more expensive piece is always better.
But for gaming a faster gpu for 40$ in this situation is far superior eg a 280x on the cheaper cpu.
Its not about passmark but fps at a certain resolution and quality.
