Confused about ram speed

Now that I have this thing running, I see in the bios each stick of ram running at 400mhz. The processor has 800mhz fsb capabilities. Why would this report say:

Its fine. Don't worry about it. Do some Googling and read up on the relationship between CPU FSB and RAM speed. pc3200=up to 200mhz FSB. Your p4=200x4 (quad pumped FSB.) An XP3200 would be 200x2. Its telling you the rated CAS latency for the different speeds.
