It could handle it, although you would have to get a couple of molex-PCI-E adapters.
I would be more inclined to go after one of these though
Silverstone Strider 750 Watts, Silverstone Decathalon 700 or 750 Watts, Seasonic M12 700 Watts or Zalman ZM850-HP All with plenty of power and enough PCI-E connectors.

I would say that is not enough. If it does work, you'd be running the PSU at or beyond its limits. For 9800GTX SLI with a quadcore, I wouldn't go for anything less than 800W unless you want to run your PSU at near 100% capacity
9800GTX uses less power than the 8800GTX and nVidia certifies plenty of 750Watt units for 8800GTX Sli...and we know they are pretty conservative
