I keep seeing people who claim that they are running a P4 "A" chip at high speed like 2.1G+ with the retail cooler, and are only getting mid-30sC under full load.
My understanding is this:
C/W x W (heat output of CPU)= heatsink efficiency under load.
For example
P4 A at 2.1-2.2G put out approx 65W at default vcore according to Intel specs. So the following should be true?
Intel retail rated at .4x C/W x 65 W=26C, for a CPU under load to be at 36C, the case air feeding the fan would have to be 10C or under 50F?
Sunflower rated at .33-.35 C/W x 65W=23C, again to have a load temp under 40C, the case air would be in the mid-high teens C (still very cool)
Alpha 8942 rated at .25 C/W x 65W=16C now in a 20C room(68F) which is comfortable it seems obvious that the Alpha is capable of mid-high 30sC temps.
I think lapping, thermal paste choice , ducting and fan speed would help/hinder these numbers, but is my basic premise right?

Edit: forgot to add, I'm running at 2.1G/1.50 vcore with an OEM Sunflower
Room temp is 20-21C, mainboard shows as 25-28C depending on load and although my CPU idle temps are mid 30sC, at load they are mid 40sC, I just don't understand how I or anyone could get to mid-30s C under load w/o extreme cooling?
