Configuration error

My local copy of my website has been working fine. After the September Windows 7 update I get the following error. Line 23 is <compilation debug=“true” strict=“false” explicit=“true” targetFramework=“4.0” />

What is the correct case for targetFramework? Assuming that is actually the problem.

FWIW, the same code on the live site works fine.

Found the answer. Changed the DefaultAppPool to 4.0. It was 2.0.
