I have a bit of a strange configuration, so bear with me here.

my PC has a wireless card in it and its connected to a router through it. it also has an ethernet connection which goes to the web

I want my router(a linksys wireless router) to be able to give dhcp users an internet connection. In other words I want my computer to be the uplink from the router.
 
turn off DHCP on the router, turn on ICS on your PC. Or you can add your PC as the DHCP default gateway, but you still need ICS (or other routing) to do it.
