conect 3d pcie problems

I am in the process of finishing a build, I just purchased a card off of a forum member here, it arrived in exe condt. I plug it in and fans jerk like they wanna start but do not spin. Power light on mobo is on. The sys runs fine with a pci vga. I have plugged in the power adapter for the card, and removed and reseated, all to the same end, nothing powers up!
The member I bought it from said it was flashed to 16 pipes and worked great, said it was also oced some. Exact quote "This bios on this card is already flashed. I clocked fairly easily to 529/529"

I am going nuts trying to get this thing to boot, thanx for the help.

this happened to my 9800pro, I cut the mini connector and spiliced it into a molex. works fine now. *shrug*
 
Would doa stop rest of fans from spinning up?

Anyone in the cleveland ohio area, feel like testing for me? I hate to send back and find out it is the mobo.
