Compy not getting power...

So I just upgraded my grandpa's computer, got a SmartPower 350W. Worked fine yesterday when i installed windows etc. But this morning I put the side panel back on, which hasa fan. so I plugged the fan in tried to start the computer. The fans turn on but that is it. I checked the switch n the back and it is set to 115V which is correct. The main thing (so far) is that the harddrives arenot powering up. the CD drives power up fine and everything. So eventually I tried unplugging the IDE cable and just leving the power plugged in. Strangly enough, with no IDE cable plugged in the HD's power up. Nothing displays on the monitor tough. No beeping noises from the PC speaker... tried a different PSU, same story which makes me think it is a mobo issue, but I dont know how, as it is new, and worked yesterday. now for some specs:

You're right in thinking its the mobo. Remember why isn't as important many times as what. You know it's the mobo, figuring out why most likely isn't worth it.
 
I tend to agree that it is the mobo. It is generally not a good idea to run the computer with the case off, the reason being the risk for electrostatic discharge (ESD) is higher. Especially if someone thinks they can touch the components inside without reprocussion. Whenever working inside the computer, make sure that it is completely unplugged from the wall, and that you ground yourself by touching a non painted metallic part of the case. You can test if it is the motherboard by unplugging everything except for the cpu, ram, and video card. If you get a post beep then it is not the motherboard. If you still do not get a post beep, then it is probably the motherboard.
