Computers and domains not showing in network places

I have some pcs and on occasion domains that arent showing in network places. What drives this listing of computers and domains? Is it centrally managed by the dc or does each machine make its own list?

I always thought it was the computer browser server on the DC but cant seem to find anything that tells me that 100% for sure
