Computer won't start

Hi guys, I was just replacing my computer's mother yesterday, I still used the same case, hard drive, ddr ram, p4 and so on. Everything was hooked up except when I turned it on, nothing. The power supply seemed to be not on since I don't see the power supply fan spinning and I can hear a faint buzz in the power supply box. Can anyone tell me what seems to be the problem. 🙂
 
Sounds as iff your ps is dying. Thats the same sound i heard before POOF! PS blew. Did you recheck all you connections??? Also try booting up without video card in. If no go put that in and try without another componat
