computer won't start up

One of my friends' computer recently stopped working. He said he turned it on and left it for a while, heard the startup sound, and then shortly after that came back and both monitors were blank (dual head on an ATI Radeon 9000 Pro) and the power lights on them were orange. Restarting the computer did nothing.

He swapped video cards with another computer - the video card worked in the other computer and the one from that computer didn't work in the broken computer. Nothing is showing up on the screen, not even the BIOS.

Any ideas what could be wrong with it?

What other information would be helpful? Also, the fans were running - could it still be a power supply issue?
 
Well, you didn't give us alot to go on... How about startup beeps? Does it give any? How far into the bootup does his computer go, as in do you see anything during the bootup, or is it just a blank screen? Fans coming on have nothing to do with whether or not the power supply is functioning properly, as they don't load the power supply down.

No startup beeps. Nothing is ever displayed on the screen. I'm assuming the problem is either the PSU or MB, right?
 
Try another PSU, it's probably that. If you put a new one in and it still doesn't work, don't assume the unit is good, it could have blown and taken other components with it.

Do a visual inspection of the mobo and vid card (don't open the PSU though) and check for swolen/leaking caps and burn marks.
