computer won't start up unless warm

I built a Athlon 1.3 system on a SiS 735 chipset motherboard in a cheap case with cheap power supply (my first purchase, forgive me)
I installed windows xp and it worked fine for quite a while and then it started to not start up. Lemme give ya the run-down:
1.Video card screen
2.Bios screen (ram count, etc.)
3.Blank screen in place of where the "windows xp home, now starting" should be
it stays like this... I then hit the reset button and keep on resetting it until after i keep choosing "start windows normally", it starts windows xp

I seriously think this is a hardware problem (but it boggles me as to why it was delayed in doing this). It didn't happen particularly after I upgraded or installed different/new products into the computer. I already ordered a new Antec 1080 case with 430 power supply in hopes of getting this thing worked out. I really hope I don't have to replace the motherboard (110 bucks I don't got right now). What do you guys think could cause the problem? Remedies?

it might be your power supply that is causing the problem. what is the power rating and is it an amd recommended ps?
i had a supermicro 300w ps and it would boot up when you first plug the computer in but after it shuts down it wont
completely bootup unless you unplug the power and bootup again. so i called their tech support and found out that
even at 300w the ps is not recommended for amd cpus. your new antec ps should definitely solve the problem.

I just replaced this with a 430 watt antec power supply. I took out my modem and firewire card and the comptuer now starts to spontaneously restart and still has major difficulties starting up unless its been on for a while. I just put everything in a new Antec case with plenty of cooling and put my Athlon 1.3 under a Volcano 7+. I don't know if this is a program conflict or hardware. I'm afraid I may have to replace the motherboard (something I cannot afford right now).
Help me please!

Kinda sounds like could be a CPU issue.

But there is something else you want to try first, SiS mobos don't play nice with cheap ram. Sounds like your system is pretty much a cheapie so you might try to see if you can borrow some good ram out of something else and try that.
