computer won't shutdown, restarts when i tell it to shutdown

when click start shutdown, the unit starts to shutdown and then just restarts..its a brand new compaq tower. i tried swapping the hard drive with identical system thinking it might be the button or MB and still happens. anyone help me out here?
 
i figured it out. its a problem with logitech mouseware or itouch software. first you have to turn off automatic restart and you will see that when shutting down you get a blue screen (thus causing it to auto restart). to fix the blue screen there are a few fixes:

either uninstall the mouseware software,
or get the latest drivers from logitech's website.
 
I had a different situation with the mobo Asus P5B Deluxe. When I asked the computer to restart, it was shutting off.
