Computer Won't Shut Down

I have a friend's whos computer won't shut down, everytime I try to shut it down, it just reboots. He's running Win XP and it has all the updates except for SP1 installed. Anyone know what the problem is?
 
Could be a service or background program that isn't shutting down itself. Have your friend type msconfig into Start/Run and then uncheck startup programs or services one at a time to discover the culprit. Use your judgement on what to disable first, and don't disable any Microsoft services.
 
Does he happen to have Roxio EZ CD Creator installed? I experience the same problem when i was running WinXP and found out that EZ CD was causing the comp to reboot and not shutdown. I believe Roxio has since released a patch to fix the problem.
