Computer Wont Shut Down Properly!!

At work, my computer wont shut down properly (it locks up at the screen where is says windows is shuting down the system) unless i first log off and then hit 'cancel' when logon window appears and then shut down! i know some (but not all) other compters at work also have this problem.

Does anyone have an explanation?

If I remember correctly Windows 98 SE had a problem with this. If you haven't before run windows update.

using win 95 at the office 🙁

press and hold the power button for at least 5 seconds.
Should power down itself.

Have you tried booting into Safe Mode, then rebooting into 95 and shutting down?

Disable all startups and see if one is the culprit.
