computer won't properly shut off

the MB is a Biostar p43, fairly new build from September. When I press the power switch on the case, after a few seconds it goes off and way more often than not, within 2 seconds the computer will turn right back on. I can do this sometimes for 5 minutes straight and never actually get it to shut off lol. I checked the jumper and even removed and reseated it just to be sure, same problem. When I need to work on the inside of the case I generally just press the power and when it goes off unplug the PSU cord from the outlet.

This doesn't exactly have me worried, but I am annoyed and curious what it could be.

the one labeled PWR, I took it off last night and tried putting it on the other way, I"ve never had a problem with which way a plug a jumper into the header but maybe this MB is more sensitive I dunno.

What happens if you completely remove the power switch from the connector on the mobo? Use a spare jumper (or scavange from a CD drive, etc) and CAREFULLY (live voltage present) bridge the contact points of PWR briefly with the jumper (or you can use a flat blade screwdriver if it's easier). Then try shutting it down and see if it comes back on. I'm guessing you have a faulty power switch.

If I read this correctly, you are jumpering the power switch header which will produce EXACTLY what you're seeing: continuous reboots.

Try the suggestion above.
