Computer won't power down when using USB device

My computer won't power off properly whenever I have any USB device attach to any USB port (2 ports in total) that come with motherboard - I am able to shutdown properly from window (start -> Shutdown ... ), but the system just does not want to power off and instead it went on and on trying to stay on (the system does not reboot/restart also). I have to press the power button for 3 secs to shut it off completely.

I tried playing with BIOS (Power Mgmt), Power Option (under control panel) but still having the same problem.

Anyone have any suggestion/same experience as me?

My system:
IWILL KK266Plus
AMD XP1700
512MB PC133
W2k SP4 (installed almost most MS updates)

USB Devices tried:
Samsung USB optical mouse
SanDisk CF card reader - SDDR-31
APC 800VA (connect via USB)

bought a USB 2.0 expansion card to install and problem solved (board come with USB 1.0). IWILL website also have bios update to fix the problem too. Thanks for the hints!
