Computer wont POST...

Got a question for anyone that can spare the time..

had a stock atlon 1ghz running on a asus a7v board.. decided to upgrade the heatsink/fan since I was running a bit hot.. got new heatsink/fan... put the sucker on.. boot up, cpu seems to be running hot and I'm pretty sure the cpu got fried (thermal goup etc everything added on).. so I eventually replace the mobo (now have a k7t turbo 2) and a new cpu (xp 1800) however for some reason the damn thing wont boot... no matter what I tried.. I've had the cpu replaced twice now, but regardles of what I've tried it wont boot.. power goes on.. you can hear the hd spinning up, everything seems like it's getting power, but nothing on screen.. monitor goes into sleep mode.. no familiar beeps to indicate it's starting to POST or anything =(
I'm pretty sure I have it set up correctly.. made sure everything is plugged in where it's supposed to be.. any ideas?? any other info you need just ask...

How many amps does the PSU rate? as you might not know(quite a few do not) the Athlon XP requires a PSU that puts out at leats 45 AMPs of power...just a sugestion, other than that, I'm kind of stumped...could be a short on the case somewhere...if the PSU is fine, then try a Bench Boot...put the computer together outside the case...and see what happens...
