Computer won't POST on cold starts

When I turn on the computer after not having used it for over an hour or so, it won't post. Everything turns on, except the monitor. The only way I can turn off my system after it posts, and the monitor is still off, is by turning off the power supply. I found a way of turning it on when doing a cold start, but its really annoying to do. I do this by turning off the PSU, and unplug the monitor from my vid card, and then plug it back in. After doing this, system will turn on no problem. How do I solve this? I know monitor and vid card work good, since they work perfect in my other system.

Oh one more thing, after having a successful start, and having loaded Windows, my CD-RW is looping, the light stays on, until I open/close it, then it stops. Any suggestions?
 
try your system with the cdrom totally disconnected. I would also recommend trying it with a different power supply, if you have one available.
 
Make sure all your connections are solid. I had a problem much like this where the system ran fine, but would not startup on a cold boot. It turned out the processor was loose, turning it on probably heated it up a bit expanding the cpu and making the loose connection. Reseat the ram, reinstall the processor, plug the PSU plugs back in, reseat video card, expansion cards...etc.
