Installing new peripherals can be very irksome. I have an older (but still fairly powerful) PC that used to be my gaming rig. I've converted it to become my new HTPC and have connected to my Sharp 70" LED 3-D TV. Everythign was working GREAT. Then I installed a new Samsung Blu-Ray player....

I got everything hooked up and turned the power on. Immediately, the computer will not complete post, and power cycles on and off every 11 seconds. So, I unhook all my peripherals, drives, video card, everything. Take out the motherboard battery, and short my CMOS jumper. I put the battery back in, then try to turn it on. I get farther this time, the power stays continuously on, and I get several beeps from the motherboard but then that stops. I got no video at this point, so I'm thinking "ok, the CMOS is set again, let me get it back together. I hook everything up except the BR player. I'm able to get to my Windows Vista (yes Vista Ultimate 32-bit on this old machine) logon screen. So I think Great! I properly shut down, and hook up the Sata data connector from the BR player to my MB again....bam, same exact thing happens except now I can't get it to do anything under any combination of actions to complete post, just the recycling of power again and again. The motherboard I have is a Gigabyte GA-P35-DS3R and the power supply is the Antec Quattro 800 watt. I really feel it's a motherboard issue, but it could be power supply. I don't have an extra one to test with. Any suggestions?
