Computer wont go to screensaver / standby

I have my computer set to go to screen saver at one minute (just bc i want to see if it works) and it will not turn on. I am using the WinXP screensaver (NOT a 3D one).
My computer will also not go into standby mode after the 20 minutes I have it set to.
Also, AIM will not go into Idle mode.

I'm thinking it's one of my processes, here is a pic if that comes in handy....

I am on the school network, maybe that has something to do with it? I have allow device to bring comp out of standby UNchecked for network adapters.

How do you have your bios power management set up?

I have a Dell so I am farely sure I do not have a choice in that. I'll have to check that out.
EDIT:
Under power management in my BIOS

suspend mode - S3
AC power recovery - OFF
Low Power Mode - Disabled


I should also note that I went through ending some processes one by one with no effect on the screen saver (didnt work) UNTIL i restarted....then the screen saver worked BUT when i hit ctrl+alt delete, the computer would NOT go to the end task / processes screen
I did a system restore to the previous day to fix it.
